Competitive Range

The subset of offerors most highly rated under FAR 15.306, selected by the contracting officer for discussions and final proposal revisions before the source selection decision.

The competitive range is the group of proposals the CO determines are most highly rated and have a reasonable chance of award under FAR 15.306. Establishing a competitive range is the gateway to discussions — meaningful negotiations with offerors that can result in revised proposals. Proposals outside the competitive range are excluded from further consideration. The CO has discretion to limit the range to the greatest number that will permit efficient competition, including a single offeror in narrow circumstances. Determinations must be documented in the contract file and supported by the technical evaluation findings.

Inside the competitive range, the CO conducts discussions covering significant weaknesses, deficiencies, and other aspects that could be altered to materially enhance award potential. Discussions are typically formalized through Evaluation Notices identifying items the offeror may address. After discussions close, the CO requests Final Proposal Revisions and the source selection authority makes the award decision. The conduct of discussions is heavily regulated — the CO cannot favor one offeror, cannot disclose another offeror's pricing or technical approach, and cannot conduct technical leveling.

For small contractors, exclusion from the competitive range is a debriefable event that triggers the right to a pre-award debriefing under FAR 15.505. Pre-award debriefings provide the most actionable feedback for protest decisions and for refining future proposals. Inclusion in the competitive range is a meaningful intermediate signal — the proposal has cleared the initial evaluation and is being treated as a real candidate for award.
