Data sources & boundaries

Know what the research is built on.

The package organises public federal records around one opportunity and the solicitation documents you provide. It does not treat a past award as a forecast, and it does not invent values to fill gaps.

Sources

Public records, tied to the decision in front of you.

SAM.gov

Entity data and solicitation notices inform the opportunity and company research.

USAspending.gov

Federal award records identify firms that received similar awards and give historical contract context.

FPDS-derived award data

Award data derived from the Federal Procurement Data System adds to the historical contract record.

BLS OEWS wage estimates

Occupational Employment and Wage Statistics inform labor-category pay benchmarks.

GSA CALC+ awarded ceiling rates

Awarded ceiling rates inform the pricing scenarios.

Your solicitation documents and capability information

The requirements, instructions and evaluation criteria in the solicitation, and the capability information you provide, set how complete the package can be.

Some records are retrieved through third-party services that compile these public government records. Not every source holds every value for every opportunity; the available records set what can be supported.

Missing data

Missing is not the same as none.

When the available data does not show a value, the document reports it as “not found.” It does not fill the gap with an invented number, and it does not say something does not exist because a source did not show it.

When the record does not support a value

The report states “not found.” Missing information is not treated as proof that something does not exist.

Past awards

Past awards are context, not a forecast.

The Competitive Analysis lists firms that won similar work in federal award records. Those records are evidence of past awards. They do not show who will bid on your solicitation, who will win it, or the odds of winning. Price to Win gives pricing scenarios grounded in BLS OEWS wage estimates and GSA CALC+ awarded ceiling rates; it is not a prediction of a competitor’s bid or the award price.

Boundaries

Research for planning, not an award promise.

The research is built on public federal data and the source material available for the opportunity. It supports your bid decision and planning; it is not an assurance of any award outcome.
